The Department of Housing and Urban Development (HUD) establishes yearly guidelines for Fair Market Rent (FMRs) .
These are developed by State, County and Zip levels and set the basis for all kinds of rental assistance.
I am showing the chart here for Monmouth County, NJ and highlighted Ocean Township (07712 and 07755) .
You will see here a good example of the problem with ZIP CODE based (bias) between 07712 aka “the Asbury Park zip” and 07755, the “rest of Ocecan Township zip” .
